El Segundo is its own city with its own building department, and its housing stock is older and tighter than most of the South Bay — 1920s through 1950s homes on compact lots, many of them still close to their original footprint. Lot coverage, setbacks and existing garage placement do more to determine what is possible here than budget does.
That makes the feasibility conversation the important one. Before anyone draws a plan we check what the lot will actually carry: whether the addition fits, whether the garage can convert without losing required parking, whether going up is cheaper than going out. El Segundo issues its own building permits through the city’s Building and Safety division — not LA City or LA County. It is a small department that reviews carefully, and plans that ignore lot coverage or parking requirements come back quickly.

Common Questions
The City of El Segundo does, through its own Building and Safety division — El Segundo is an independent city, so LADBS and LA County have no role. We submit to the city, meet its inspectors and carry California Contractor License #1008892.
Often, but the parking and lot-coverage rules matter more here than in most cities because the lots are small. Before you pay for plans we check what the parcel allows and whether converting the garage creates a parking problem the city will not approve. If it does not pencil, we say so.
It depends on your coverage numbers. When a ground-floor addition would push the lot past allowable coverage, building up is frequently the only permittable option — and occasionally the cheaper one once you account for foundation and hardscape work. We price both before recommending either.
